With the participation of the leadership of the Kharkiv Regional Military Administration, the Capital Construction Department, and the Vysochansk Village Council, a corruption scheme was played out during the construction of a shelter for Vysochansk Lyceum No. 2. The total contract amount exceeds 130 million hryvnias, of which the overstatement is over 21 million.
The contractor was the company "Zhytlobud-3", known as one of the favorites of the Kharkiv authorities. The investigation revealed a number of violations, including the involvement of fictitious lessors of equipment, artificially increasing the estimate, and deliberately delaying the completion of the work.
The shelter was initially scheduled to be completed by December 2025. However, immediately after the contract was signed, the work period was extended for a full year — indicating a premeditated scheme to eliminate competitors and increase costs.
Analysis of estimates showed massive price increases: concrete was laid for almost 6,000 hryvnias per cubic meter at a market price of about 4,000, and other building materials were sold with markups of up to 100%.
