Law enforcement agencies, as part of the implementation of the "Corruption Payments" program, have stopped several schemes of abuse during the calculation of cash benefits for military personnel. The indictment against the former commander of the military unit has already been submitted to the court, and another officer has been notified of suspicion.
As reported by the Prosecutor General's Office, on January 30, 2026, under the procedural guidance of the Vinnytsia Specialized Prosecutor's Office in the Field of Defense of the Southern Region, an indictment against the former commander of the military unit was sent to the court.
According to the investigation, the officer did not actually perform military service duties from October 2022 to February 2025, but continued to receive financial support. The total amount of unjustly accrued funds exceeds 760 thousand hryvnias.
In addition, investigators established that in June 2024 and February 2025, the accused provided false information about undergoing treatment at a day hospital, allegedly on the recommendation of a doctor. During the indicated periods, he was outside the region.
The former commander's actions were qualified under Part 4 of Article 191 of the Criminal Code of Ukraine (misappropriation of someone else's property through abuse of official position on a large scale), Part 4 of Article 409 of the Criminal Code of Ukraine (evasion of military service duties), and Part 2 of Article 190 of the Criminal Code of Ukraine (repeated fraud). He was removed from his position.
Within the same program, under the procedural guidance of the Donetsk Specialized Prosecutor's Office in the field of defense of the Eastern Region, suspicion was reported to the lieutenant colonel, head of the operational department of the headquarters of the military unit.
According to the investigation, from September 2023 to February 2025, the official systematically included a subordinate officer in reports for receiving additional types of financial support and rewards. At the same time, the serviceman did not actually participate in hostilities in the Kramatorsk district of the Donetsk region.
Based on the reports, orders were issued for the monthly payment of additional remuneration in the amount of 50 to 100 thousand hryvnias. The total amount of losses to the state budget amounted to 1.27 million hryvnias. According to the prosecutor's office, the damage caused was fully compensated.
The lieutenant colonel is charged with Part 2 of Article 364 of the Criminal Code of Ukraine (abuse of power or official position) and Part 1 of Article 366 of the Criminal Code of Ukraine (official forgery).
The pre-trial investigation was carried out by investigators of the Main Police Department in Vinnytsia and Donetsk regions with operational support from the relevant units.
According to Article 62 of the Constitution of Ukraine, a person is presumed innocent until his guilt is proven in accordance with the procedure established by law and confirmed by a court verdict of guilty.
