A rehabilitation center worth 1.2 billion hryvnias is to be built in Ivano-Frankivsk by the end of 2026, but overpayments of over 23 million hryvnias were discovered already at the design stage. The construction is being carried out by a company involved in criminal proceedings, and the documentation was prepared by a couple associated with a person involved in the treason case.
The project is being handled by the Department of Community and Territorial Development of the Ivano-Frankivsk Regional State Administration. The tender was won by Prombudservis-Kosiv LLC, the only participant in the auction. The company offered to execute the contract for UAH 1.18 billion, of which UAH 556 million is earmarked for the purchase of equipment and furniture.
Journalists from "Nashi Groshi" discovered that the estimates are significantly overstated. For example:

Window blocks cost 34.5 thousand UAH/m² — twice as expensive as at "Okhmatdyt" (17.7 thousand UAH/m²).

Fire doors were ordered for 22.2 thousand UAH/m² - at a market price of 6.6–7.4 thousand.

Reinforcing steel will cost 55.2 thousand UAH/t, while on the market it costs about 34.1 thousand.

Concrete and aerated concrete blocks are also purchased with a significant overpayment — 6.3 thousand UAH/m³ and 6 thousand UAH/m³, respectively, which significantly exceeds average market prices.
The project was carried out by Arkon, a company from Brovary owned by Kateryna Kizimenko, and the expertise was carried out by the Ndiproektrekonstruktsiya institute, headed by her husband, Matvey Kizimenko. He is the son of Oleg Kizimenko, a former pro-Russian official from Sevastopol who was convicted in Ukraine for separatism.
The contractor, Prombudservis-Kosiv, was founded in 2021. In October 2023, the company received another large contract — UAH 471 million for the reconstruction of a hospital in Verkhovyna. It is also involved in a criminal case regarding possible embezzlement of funds from the regional budget during the renovation of facilities for displaced persons. The police revealed facts of non-fulfillment of work in full and possible collusion between employees and the contractor.
The rehabilitation center is being built on the basis of an unfinished maternity hospital at 91 Fedkovycha St., at the regional hospital. The project involves the creation of an 80-bed medical facility with a shelter, rehabilitation rooms, and a family-type hotel for patients and relatives.
Despite the ambitious plans, the tender history raises many questions - both regarding the integrity of the performers and the effective use of budget funds.
