The Ministry of Health of Ukraine has signed a contract for the reconstruction of a building for a rehabilitation center in Uzhhorod for the amount of 13.24 million euros, which is about 655 million hryvnias. The project involves the creation of a "4.5.0 Recovery Center" in the premises of a former maternity hospital.
This is reported by the publication "Nashi Groshi" with reference to data from the Prozorro public procurement system.
The new medical space will cover an area of about 8,000 square meters and will be able to accommodate up to 500 patients per month. The center is planned to have 100 inpatient beds, intensive care units, physical rehabilitation rooms, a swimming pool, and a veterans hub.
The project is financed by international partners - the International Bank for Reconstruction and Development and the Council of Europe Development Bank. The Transcarpathian Regional Military Administration also participates in co-financing and has contributed about 60 million hryvnias.
At the same time, the tender documentation did not disclose prices for construction materials, which attracted the attention of analysts.
The Ministry of Health explained that the contract was concluded using a system of aggregated indicators. In this format, the contractor submits the total cost for certain types of work without a detailed breakdown of the cost of materials.
According to ministry representatives, this practice is agreed upon with the World Bank, which is participating in the financing of the project. That is why individual calculations regarding the cost of construction materials are not published in open documents.
The winner of the tender was a consortium of three companies: LLC "MTM-Companion" from Transcarpathia, LLC "Company Intercon" from Kyiv region, and LLC "Fundament" from Kyiv.
The Transcarpathian company "MTM-Companion" is registered in the village of Velyki Luchky. Its owner and director is Serhiy Tytarenko.
According to the terms of the contract, construction work must be completed within 14 months after receiving permission to begin work.
