In September 2025, EU countries adopted 79,205 decisions granting temporary protection to Ukrainian refugees. This is almost twice as many as in August and the highest figure since August 2023, according to the statistical agency Eurostat.
The increase in the number of decisions is attributed to Kyiv allowing young men aged 18 to 22 to leave the country freely. As a result, the share of adult men among Ukrainian refugees increased to 47% in September, exceeding the share of women, which was 31%. Minor refugees accounted for 22%.
As of the end of September 2025, 4.3 million people who left Ukraine had temporary protection status in EU countries. Compared to the end of August, the number of Ukrainians with this status increased by 49,555 people, or 1.2%.
The largest number of Ukrainian refugees lives in Germany — over 1.2 million people (28.3% of the total number in the EU). Poland is in second place — over 1 million people (23.5%), and the Czech Republic is in third place — almost 400 thousand people (9%).
