The Ukrainian victory plan is not a one-dimensional strategy, it consists of several diverse elements that have different tasks and purposes. As Volodymyr Fesenko, Chairman of the Board of the Center for Applied Political Research “Penta”, notes, each of these points is aimed at solving specific military, political and economic issues related to the future of Ukraine.
According to Fesenko, President Volodymyr Zelensky has already outlined four main points and one additional one in the victory plan. An important aspect is that each of these points involves timely implementation and has an individual role. One of the main points is the issue of supplying weapons to Ukraine. According to the analyst, the list of types of weapons has already been determined, and some of its positions may be implemented in the near future.
Weapons and military support
One of the key points concerns military aid. According to Fesenko, there is a high probability that certain types of weapons will arrive in Ukraine in the upcoming aid packages. However, not all types of weapons are available immediately: some of them require additional training or even production specifically for Ukraine, which may take until next year.
Political and economic decisions
Fesenko also noted that the implementation of certain political and economic points will depend on external partners, in particular, on the support of the US Congress. One of the points of the plan provides for the continuation of military and financial support for Ukraine, which requires a corresponding decision of the US Congress. According to the expert, some issues can be resolved already during the next US presidential administration, so the process of implementing this plan will stretch for several months or even years.
Long-range weapons and strategic strikes
Among the important topics that are actively discussed at the international level is the issue of launching strikes on Russian territory with long-range weapons. According to Fesenko, this is one of the key points of the Ukrainian victory plan, and negotiations are underway not only between Ukraine and the United States, but also between the United States and Great Britain. This topic is expected to be one of the main ones at the meetings of Presidents Zelensky and Biden.
International support and peace summit
According to Fesenko, working with leaders of the Global South in the context of an invitation to the second peace summit is also extremely important. Ukraine seeks to more actively promote its interests and position on ending the war, in particular among states that can have a decisive influence on the international community.
