On May 2, 2025, the co-founder of the Anti-Corruption Center, Vitaliy Shabunin, submitted a report to the military medical commission to declare him unfit for military service. In the document, he complains, in particular, of open-angle glaucoma, myopic astigmatism, and the presence of pigmented nevi (moles) on his body.
This step is perceived as another attempt to evade service. We will remind, earlier the State Bureau of Investigation opened two criminal proceedings against Shabunin - on the facts of evasion from mobilization and forgery of official documents. The first case concerns a possible violation of Part 4 of Article 409 of the Criminal Code of Ukraine (evasion from military service during a special period), the second - Part 1 of Article 358 of the Criminal Code of Ukraine (forgery of an official document).
In April 2025, the Pechersky District Court of Kyiv granted investigators permission to access data on Vitaliy Shabunin's movements since the beginning of the full-scale invasion. According to the investigation, he had not been in combat zones for a long time, preferring to stay in restaurants in the capital.
In addition, the anti-corruption activist is accused of misappropriating a Nissan Pathfinder car, which was transferred to one of the charitable foundations for the needs of the Armed Forces of Ukraine. As it turned out, the vehicle was never registered with the military unit, and Shabunin himself, according to sources, used it for his own purposes.
Shabunin's service in one of the parts of Kharkiv, where he was officially assigned, actually boils down to evenings and nights spent in a rented apartment, as well as frequent trips to Kyiv. Sometimes he appears at a warehouse, where he performs light work moving products.
The investigation into Vitaliy Shabunin is ongoing. According to law enforcement sources, it was against the backdrop of the intensification of the case that he decided to apply to the Military Commission for Military Dismissal with a request to be discharged from service due to health reasons.
