Today, news spread through a number of Telegram channels that the sister of the Servant of the People MP and part-time secretary of the Irpin City Council, Anzhela Makeeva, Victoria Honcharuk, purchased more than 50 real estate properties from 2021 to 2024.
The real estate purchased by Victoria Honcharuk in Buchanskyi district raised suspicions and raised many questions about possible corruption schemes. Particular attention was drawn to the fact that after Angela Makeeva became secretary of the Irpin City Council, her sister Victoria began actively buying property during the war.

The question immediately arises: how did Victoria Honcharuk, who worked all her life as an accountant in the Youth and Sports School, the district state administration, and the youth and sports department, with an official income that did not exceed 500 thousand hryvnias for several years, manage to purchase 53 land plots and residential buildings, the total cost of which exceeded $1 million?
This is also not the first scandal involving Angela Makeeva.
In August of this year, journalists learned that Angela Makeeva had a fake higher education diploma and had traveled abroad repeatedly during the war, using municipal vehicles. The journalists received an official response from the Ministry of Education that the diploma that Makeeva used was not issued.
The editorial office of vlasti.net was sent a copy of Angela Makeeva's diploma, which she usually certified with her signature, adding that the copy corresponds to the original. According to the person who sent this document, Makeeva used it during the election campaign, applying to the Servant of the People party and before, as well as when applying for employment.
In fact, Taras Shevchenko National University of Kyiv did not issue a diploma with the specified series and number to a student named Makeeva in 2011. Journalists checked this both unofficially at the university and officially on a special website of the Ministry of Education. In response to a journalist's request, the Ministry of Education provided an official conclusion that a diploma with such data does not exist.
According to Ukrainian law, the use of forged documents is severely punished. Article 358 of the Criminal Code of Ukraine provides for fines, corrective labor, or even imprisonment for up to two years. For civil servants, this also means loss of position and a lifetime ban from holding public office.
That same month, the Informator newspaper reported that, despite the ban on local council members and officials from traveling abroad, Angela Makeeva had been outside Ukraine several times since 2022. The first time this happened was in the fall of 2022 during her vacation, when she crossed the border in a car from the Irpin municipal enterprise “Teploenergopostach”. It is known that she left Ukraine on September 27, 2022, and returned on October 4.
It remains unclear on what grounds Makeeva used the car of a municipal enterprise, which suffered losses, for personal vacation abroad. This enterprise does not provide cars for rent to deputies for trips outside the country. In particular, for 2023, the KP “Teploenergopostach” declared a net loss of UAH 48 million.
Also in June 2024, Makeeva crossed the state border twice through the checkpoint in Uzhgorod. She left for Slovakia on June 15 and returned on June 29. This was not a business trip, since she was on official leave at that time. This time she did not use a municipal car, however, according to the government resolution of January 27, 2023 No. 69, deputies and civil servants are prohibited from going on vacation abroad.
It is currently unknown where Makeeva was vacationing during these two weeks. Was it the Alpine resorts of Austria, Switzerland, or Italy, or the beaches of Montenegro or Croatia?
The public hopes that, as a public figure, Angela Makeeva will explain her actions, tell about the reasons for the trip, and share her impressions of her vacation abroad.
In addition, Angela Makeeva was a candidate for recall from her deputy position according to the analysis of marker votes of the Chesno movement since 2021. However, despite her fraudulent activities and abuse of her official position, Makeeva escaped the threat of recall.
