The leadership of the National Academy of Internal Affairs (NAIA) received apartments in the elite residential complex "City Hub" in Kyiv, built on the site of the academy's old dormitories. These apartments were intended for veterans, beneficiaries and needy employees, but in fact they went to managers, teachers and close people who already own real estate. This is stated in the journalistic investigation Bihus.Info.
Back in 2017, the NAVS concluded an agreement with a developer to build an apartment complex at 8–10 Mokra Street (formerly Kudryashova Street). According to the agreement, the Academy was to receive 28 apartments as compensation for the demolished official housing. At that time, more than 250 families of NAVS employees were on the housing queue — most of whom were veterans of the ATO, the Ukrainian Anti-Terrorist Operation, and other beneficiaries.
In 2024, after the completion of the first phase of the City Hub residential complex, 18 apartments were transferred to the Academy. All of them were almost immediately privatized by close associates of the NAVD — in particular, those who already own other real estate. Journalists revealed numerous facts of dubious receipt and subsequent resale of apartments.
Inna Shrub, deputy director of the National Agency for Internal Affairs, received a two-room apartment of 87 m² (about $130,000 market value), which she sold within two months. Her family owns at least 9 apartments in Kyiv.
Oleksiy Fedchenko, a senior lecturer at the National Academy of Internal Affairs, sold the apartment he received after three weeks. His wife owns several apartments in Kyiv, a business, and a Land Rover Discovery.
Yuriy Myronets, head of the IT department of the National Internal Affairs Agency, officially "lived in a dormitory," but back in 2019 he bought an apartment in Orange Park, and is currently building a private house near Kyiv.
Nina Reshetynska, head of the tenders department of the National Internal Affairs Agency, received an apartment, despite the fact that since 2018 her family has been building a house in the village of Gorenychi, which has already been put into operation.
Previously, through a similar scheme, the rector of the National Academy of Sciences Ruslan Serbyn received an apartment, as well as the wife of the vice-rector Stanislav Mozoly. According to journalists, the Mozoly family owns six apartments, two houses and a hotel near Bukovel.
Formally — in line, in fact — by fraud: new facts indicate abuse under the guise of a housing program. Applicants declare living in a dormitory, although they have other real estate. After the apartments are registered, they are quickly sold.
