In the heart of Lviv, on the Market Square, opposite the city hall, the historic building was transferred to the private company Tomk-Service to the private company. The lease concluded in 1998 provided for free use of architectural monument for 40 years in exchange for the promised reconstruction of the building. However, the reality was much more profitable for tenants - and unprofitable for the city budget.
Who is behind the company
The owners of Tekom-Service LLC are Andriy Bondarev (previously featured as a co-owner of a company related to the well-known businessman Grigory Kozlovsky), as well as Olena Samchinskaya-daughter of Kozlovsky's partner Anatoly Samchinsky and sister of the Lviv City Council official. Another co -owner is Elizabeth Samchinsk, probably a close relative of Elena.
The house was “reconstructed” - and added
During the lease, the firm reconstructed the object, but went on: it added two additional floors with a total area of about 1000 square meters. These new buildings "Tekom-Service" through court recognized as their private property-despite the fact that they were erected on the basis of an architectural monument.
50 million losses - and no reaction
Although the company uses the facility for commercial purposes in the city center, no funds are received to the city budget. According to OBOZ.UA , community losses already exceed UAH 50 million. However, the Lviv City Council does not seek the court to review the conditions of the lease or to recover the payment for the actual use of real estate.
Why doesn't power react?
The combination of political ties, business interests and family relations creates a situation in which public property becomes a source of private enrichment. Meanwhile, Lviv residents continue to pay taxes, including the maintenance of historical buildings that actually work in favor of the selected range of persons.
