The National Agency for the Prevention of Corruption (NACP) has revealed large-scale violations in the declaration of Olena Pryhunkova, head of the accounting, personnel and archival work department of the Department of Engineering Protection of the City Territory and Coastal Development of the Odessa City Council. The official did not declare property, income and business with a total value of 4.89 million hryvnias, which became the basis for opening criminal proceedings.

Among the undeclared assets is real estate in various regions:
- Apartment in the village of Kryzhanivka (Odessa district), with an area of 44.7 sq. m., purchased back in 2022, estimated cost – 609 thousand UAH.
- An apartment in Odessa (74.8 sq. m), half of which belongs to the official's son. Its cost is UAH 890,000. Prygunkova not only did not declare the relative's ownership, but also did not indicate that she herself uses the housing.
- Non-residential premises in the Odessa region (area 1.2 thousand sq. m), rented since 2022.
The official also did not indicate in the declaration 8 land plots with a total area of over 450 thousand sq. m in Mykolaiv and Odessa regions. Among them:
- 92,684 sq. m in Mykolaiv region – 126,660 UAH
- 71,345 sq. m in Mykolaiv region – 97,499 UAH
- 79,857 sq. m in Mykolaiv region – 210,945 UAH
- 54,360 sq. m in Mykolaiv region – 118,315 UAH
- 39,603 sq. m in Mykolaiv region – 98,812 UAH
- 95,147 sq. m in Mykolaiv region – 255,484 UAH
- 20,000 sq. m in Odessa region – 680,640 UAH
- Another plot of 20,000 sq. m – 49,860 UAH
The declaration also did not include expensive cars:
- Land Rover Range Rover (2011) – 300 thousand UAH
- Scania R440 truck (2012) – only 5 thousand UAH
- Information about the Audi (2014), which the official sold in 2023, remained in the declaration, although the actual ownership has already been lost.
In addition to real estate and cars, the official owns shares in a business, which she also did not indicate in the declaration:
- 33.3% of Techinvesttrade LLC worth UAH 500,000
- 33% of the AGRO-PATRIOT financial group worth UAH 33 thousand
In addition, Prygunkova is the ultimate beneficial owner of Techinvesttrade LLC, but she did not include this information in the reporting.
According to PrivatBank, in 2023, Prygunkova's bank card received significant amounts from individuals that she did not indicate in her declaration:
- 249,950 UAH from Oksana Deliergieva
- 100,000 UAH from Valentina Kalinina
- 81,492 UAH from Valeriy Mishchenko
- 201,470 UAH from Bohdan Prygotsky
- 277,394 UAH from an unknown source
Also, the income from the sale of the Audi Q5 in the amount of UAH 5,000 is not indicated.
The total amount of hidden property and income exceeds 500 subsistence minimums, which is grounds for criminal liability under Article 366-2 of the Criminal Code of Ukraine.
Prygunkova has already filed a corrected tax return, but this does not explain the origin of her large fortune. The NACP has transferred the investigation materials to law enforcement agencies, and the official faces legal proceedings.
