A monitoring visit to the municipal enterprise "Kremenchuk Regional Specialized Children's Home of the Poltava Regional Council", conducted in January 2025 by representatives of the Verkhovna Rada Commissioner for Human Rights and public organizations, revealed numerous facts of violations of the rights of orphans, children deprived of parental care, as well as children from crisis families.
The educational process in the institution is virtually absent: some students are not covered by education at all, and preschool preparation and pedagogical correction are carried out formally. This deprives children of the basic knowledge and skills necessary for socialization, and contradicts the Constitution of Ukraine and the UN Convention on the Rights of the Child.
The right to health care is also systematically violated:

psychotropic drugs were prescribed without the formal consent of legal representatives;

children did not receive referrals for specialized examinations;

children with disabilities were not provided with rehabilitation measures;

Cases of isolation of children in need of palliative care have been recorded.
Material and living conditions do not meet state standards:

children are forced to share clothes and linens;
-
The bedrooms are overcrowded and the bathrooms are without partitions;
-
the shelter is in an unusable condition;
-
there is no proper traffic regime.
All of these factors pose a direct threat to the safety and dignity of students, especially under martial law.
