An interagency report to the US Congress mentions businessman Timur Mindych, who is described as a former business partner of President Volodymyr Zelenskyy. The document notes that he is involved in an investigation into possible embezzlement of funds related to international aid to Ukraine.
An excerpt from the report was published by People's Deputy Oleksiy Honcharenko.

The document states that the persons involved in the investigation into the state-owned company Energoatom include Timur Mindich, former Deputy Prime Minister Oleksiy Chernyshov, the Minister of Energy and the Minister of Justice. It also states that Mindich subsequently left the territory of Ukraine, and the Minister of Justice, the former Minister of Energy and the Head of the President's Office resigned.
The report alleges a possible corruption scheme at Energoatom worth at least $100 million. The document notes that the company not only provides about half of Ukraine’s electricity, but also participates in distributing international aid aimed at supporting energy infrastructure damaged by Russian attacks.
The authors of the report draw attention to the fact that any corruption risks in the management of international assistance can negatively affect the trust of partners and the effectiveness of the restoration of critical infrastructure.
