The State Audit Service has discovered financial violations worth 71 million hryvnias at the state-owned enterprise "Dokument". This was announced following the results of an audit, the materials of which have already been transferred to law enforcement agencies.
In particular, more than 18 million hryvnias are direct losses related to unjustified payments, allowances, and bonuses to officials.
One of the key episodes concerns a former deputy director of one of the departments, who simultaneously held senior positions in Ukraine, Poland, and Germany. Despite this, she was paid full salary in all areas, although it was actually impossible to perform duties in several countries simultaneously.
Even after being dismissed from her main position in Ukraine, this person continued to receive payments from foreign branches, without specifying her main place of work. According to the audit, the Polish branch did not keep records of her working hours at all. In total, she was paid 9.5 million hryvnias, which caused material losses to the state.
Another 9 million hryvnias, as auditors found, were spent on unjustified bonuses to former management, payments for unworked time, and inflated allowances to employees of foreign divisions.
In addition, the inspection revealed violations in the procurement sector. SE "Dokument" concluded contracts worth over 52 million hryvnias without following proper procedures.
In this regard, 10 protocols on administrative offenses have been drawn up against the head of the enterprise, which have already been submitted to the court. The sanctions include a fine of between 330,000 and 1.7 million hryvnias.
The company was also issued an order to eliminate the violations and compensate for the damages caused. Further decisions regarding the liability of those involved in the case will be made by law enforcement agencies.
