Another corruption scandal surrounding the capital's authorities is gaining momentum in Kyiv. According to the NGO "NON-STOP Ukraine", the head of the Kyiv City State Administration Vitali Klitschko, former People's Deputy Artur Palatny, and the director of the municipal organization "Municipal Security" Serhiy Chernyshev have established a systematic scheme of abuse.
This is about the creation of an organized criminal group that has turned the municipal enterprise into an instrument of political pressure and a "black box" for kickbacks. According to activists, the "Municipal Guard" is used to intimidate opponents, exert psycho-emotional and physical influence on deputies, and cover up schemes to embezzle budget funds.
The Kyiv City State Administration audit confirmed violations worth over 13 million hryvnias. Among them: illegal overstatement of official salaries, payment of groundless bonuses, fictitious contracts and abuse of budget funds. In addition, the auditors recorded the disappearance of property, accounting violations and non-transparent formation of the cost of security services.
Scandals have been haunting the “Municipal Security” for several years. The former director of the company is accused of embezzling 580,000 hryvnias through fictitious transactions. In August 2025, employees of the organization blocked the reception room of Kyiv City Council deputy Andriy Vitrenko, threatening him with physical violence. This incident, according to experts, confirmed that the structure operates more as a private security service in political interests than as an official municipal enterprise.
Analysts emphasize: during the war, when the capital's budget should have directed resources to defense and support for residents, the Kyiv City State Administration under Klitschko's leadership allowed the "Municipal Security" to be turned into a source of corruption income for elected officials.
