All second-year male students of Ukrainian universities will undergo basic military training — approximately 75,000 to 80,000 people. Women will be able to join voluntarily. This was stated by Minister of Education and Science Oksen Lisovyi during the government's question hour in the Verkhovna Rada.
According to the minister, 170 educational programs have already been developed to implement the program and submitted for approval to the General Staff. This is the first large-scale step towards integrating military training into the civilian education system.
“This will be the theoretical part at universities, which we are preparing for. The practical part will be in training centers,” Lisovyi explained.
The Minister emphasized that the program is currently being financed from the Ministry of Education's internal reserve. According to him, the need for 2025 is 130 million hryvnias.
"We expect that when reviewing the budget, the state will provide the necessary additional funding," he added.
According to the government's resolution, a basic military training program will start in Ukraine on September 1, 2025. It will be mandatory for men who study full-time or dual-track at higher educational institutions. For women, it will be optional.
The training will consist of two components:

theoretical course - at the university;

practical classes in military training centers.
It is also planned that combat veterans with appropriate education will be able to teach these courses in universities. The Ministry of Education and Science and the General Staff are already working on an appropriate certification program and attracting such specialists.
