Ukraine plans to revise the rules for deferring mobilization for students. The Verkhovna Rada Committee on National Security has recommended for adoption draft law No. 13634, which limits the right to deferment for those who violate educational continuity, delay their studies, or take academic leave. The document aims to make the use of education as a reason to avoid mobilization more controllable.
Currently, various categories of citizens can receive a deferment from the draft, including persons with disabilities, parents of three or more children, single parents, guardians, full-time or dual-education students, critical infrastructure workers, judges, civil servants, teachers, and scientists. It is important for students to adhere to the sequence of education levels stipulated in the Law "On Education".
Bill No. 13634 introduces additional requirements for students. Persons studying in vocational and technical institutions must begin their studies before the age of 25, study for the first time in a full-time or dual form, and adhere to the educational sequence. Students of higher education institutions, in addition to adhering to the sequence and form of study, must complete the program within the established deadlines. Academic leave, re-study, or retakes will result in the loss of the right to deferment.
For postgraduate students, interns and doctoral students, only the requirements for compliance with educational sequence remain. Applications for deferment are submitted before the start of military service, the commission at the CCC and the SP considers them within seven days, and the draft is suspended during the consideration period. Men reserved by enterprises or institutions must be registered with the CCC and the SP.
