While the Ukrainian military is keeping the defense under fire, there is another quiet but no less dangerous war in the rear. War for the budget. Under the cover of urgent works on the construction of fortifications in the rear regions, individual entrepreneurs and officials staged a large -scale deriban of public money assigned to security.
It is about engineering structures in the Kherson and Zhytomyr directions - both are of key importance for restraining the enemy. But instead of the real strengthening of defense, we have a typical scheme: overestimation of prices, fictitious contracts, contractors and lack of real control.
The key player in this scheme was businessman Timur Mindich - known as close to the Privat group and odious political top. The Global Bild Engineering and Namitechservice have received millions of fortification contracts in critical regions without competition.
In the south, the monopolist was Global Bild Engineering LLC (EDRPOU 41422080). Without any tender procedures, the firm has concluded a series of agreements in the amount of more than UAH 280 million. Everything is under the slogan of urgent strengthening of the defense boundaries.
However, instead of direct purchases of concrete, fittings and equipment, the company used "gaskets" - firms with signs of fictitiousness, created specifically for scroll money. Purchases were performed with an overestimation of the cost at times, and the amount of actually completed works remained doubtful.
In the northern region, the situation is not better. The tenders won Namitechservice LLC (EDRPOU 38494616). One of the transactions provided for costs of UAH 30 million for the preparation of engineering structures. But instead of building materials, the company purchased ... tons of fabric.
According to the documents - fortifications, in practice - the supply of products that have nothing to do with fortifications. This indicates either the complete lack of technical control by the customer or the conscious complicity of officials.
The mechanism is simple and familiar: direct transactions under the cover of urgency, contractors without history, transaction chains through gaskets, high estimates and zero control. We add political cover and have the perfect scheme for enrichment on the army.
This story is not just about corruption. It's about how the war has become a convenient tool for profit. When the Armed Forces are waiting for fortifications, and in the rear the concrete is sprayed before it is poured.
The question to power is obvious: who "cries" these firms, who signs acts, who does not see fake deliveries and inflated prices? And do the government really not notice how the defensive millions are melting?
