Former MP Anatoly Shkriblyak and his company "Technova" LLC escaped responsibility for debt of more than half a billion hryvnias before the state "Naftogaz Trading". It is a non -payment of UAH 568.7 million for the supplied natural gas to the Chernihiv CHP from June 2021 to August 2022. However, this debt will now be responsible not by the private structure, but by the city utility.
The Commercial Court of Kyiv granted the request of Naftogaz Trading for the replacement of the defendant in the case No. 910/7155/23 - now instead of "Technova" the debtor will be the debtor "Teplocomunenergo" of the Chernihiv City Council, which accepted the destroyed Chernihiv TPP on the balance after the lease was terminated.
We will remind, the Chernihiv TPP, which since 2000 has been rented with the company "Technova", suffered significant destruction during Russian shelling. The amount of loss reached UAH 803 million. Technova stated that the company was not able to restore the station at its own expense, as it completed 2022 with losses of UAH 602 million. In May 2022, the City Council agreed early termination of the lease, and in 2023 transferred the destroyed object to communal property.
However, together with the infrastructure, the community also received an obligation. Pursuant to paragraph 22 of the Law of Ukraine “On Heat Supply”, debts are transferred to the utility companies when transferring a holistic property complex - both receivable and accounts payable. Therefore, KP "Teplocomunenergo" should now pay UAH 666 million, of which the lion's share is the debt for gas.
The cynicism of the situation is that "Technova" has previously stated the full repayment of the debt to Naftogaz of Ukraine. Now it turns out that the debt will not have to be paid by Shkriblyak, but the Chernihiv budget.
