In Kharkiv, in the Department of Education of the Kholodnohirsky district, an alleged corruption scheme for embezzlement and legalization of budget funds was exposed. According to the investigation, the head of the Department of Education, Lyudmila Lutsenko, ensured victory in the tender for the controlled company LLC "TT 2006" for the construction of an anti-radiation shelter in Lyceum No. 152. The contract amount was 106.2 million hryvnias.
Despite the fact that TT 2006 LLC has no proven experience in the construction of civil defense structures, this company became the only participant in the procurement, which already raises suspicion. In addition, the contract used a “dynamic price”, which allows for uncontrolled changes in the estimate, which opens up wide opportunities for abuse.
Analysis of the estimate revealed significant overpricing of construction materials:
- Concrete B30: the set price is 6764 UAH/m³, while the market value is 3600-4200 UAH/m³.
- Reinforcement: cost — 51 thousand UAH/t, with a market price of 34-36 thousand UAH/t.
- Dry plaster mixes: included in the estimate at 11.66 UAH/kg, while in the retail chain they cost 6.5-7 UAH/kg.
The overstatement of individual items reaches 70-100%, and, according to preliminary estimates, more than 5 million hryvnias could have been stolen from these items alone.
A complaint has already been filed regarding the violations identified, demanding a comprehensive audit of the activities of the Education Department and TT 2006 LLC, blocking the company's accounts, and conducting an audit of the use of budget funds.
