Since the beginning of the war, Ukraine has spent more than 31 billion hryvnias on building shelters for the civilian population. This is an important part of ensuring security in the face of constant attacks. Tenders for these projects were conducted through the Prozorro platform, and 46,088 tender procedures have already been completed.
Main costs by region
Large cities and regions became the leaders in spending on the construction of shelters, the most funds were directed to the capital and its surroundings:
- Kyiv - UAH 7.2 billion
- Kyiv region - UAH 4.2 billion
- Dnipropetrovsk region - UAH 3 billion
- Odesa region - UAH 2.2 billion
- Kharkiv region - UAH 1.9 billion
- Zaporizhzhia region - UAH 1.6 billion
- Lviv region - UAH 1.1 billion
These costs allow creating the necessary infrastructure to protect citizens during attacks, but there are also significant disparities between different regions.
The lowest number of tenders won was recorded in such areas as:
- Luhansk - only 0.0002 billion UAH (0.0% of total costs)
- Zakarpattia - UAH 0.1 billion (0.4%)
- Khmelnytska - UAH 0.3 billion (1%)
- Ternopil - UAH 0.3 billion (1%)
- Kirovohradsk - UAH 0.4 billion (1%)
This indicates a significant unevenness in the distribution of funds, which raises questions about the effectiveness of the use of state resources in different regions.
While investment in shelter is an important part of ensuring security, issues of cost-effectiveness and equitable distribution of funds remain relevant. It is important that the tenders are conducted transparently and that the money is spent on creating reliable shelters where it is most needed.
