In Chuguev Kharkiv region, a large -scale construction of shelter for Lyceum # 5 will start. The project is planned to spend UAH 181.75 million - mainly from the state budget. The tender won Legionbud LLC, which received in a row without any competition.
But, as it turned out, the cost of construction is much higher than the market performance. The estimate check found dozens of positions with inflated prices - from building materials to equipment.
Fictitious rise in price: from concrete to boards
Armature-the price is 25-30% higher than the market.
Concrete is more expensive by 20-30%than that of Kharkiv suppliers.
Crushed stone-overpayment reaches 40-50%.
Expanded polystyrene-the price is higher than 10-60%than in local stores.
Magnetic school board - absolute record: 14 194 UAH per unit at a market price 3 500 - 4 770 UAH.
Even with care, only a few positions can cause more than UAH 10 million in the state.
Legionbud LLC became the only participant in the tender. The conditions of the competition were quite soft: even the firm, without considerable experience in the construction of civil protection objects, was able to win a tender by almost 182 million UAH.
This is not the first appearance of Legionbud in such stories. The company has already appeared in journalistic investigations related to the overestimation of prices in road repairs in Kharkiv region. She now assumes funds on objects related to the safety of students.
While the local authorities report on concern for shelters in schools, tender curtain and formal "transparency" are hiding typical schemes: overpayment, in a row without competition, a firm with a disputed reputation.
At a time when every hryvnia of the budget has to work on security and efficiency, Chugui risks to become another example of how under the guise of war they are enriched with old methods.
