The Investment Company "Ukrbudservis", whose co -owner is the Lviv choreographer Martha Dovgan, won a tender for the construction of shelter at the military lyceum without any competitor. The dancer is known for working with Ukrainian singer Irina Fedyshyn. The director of the company is Martha's mother - Natalia Petrychko.
The tender took place under quite unusual conditions. Other potential participants complained about the discriminatory requirements of the customer, which made it impossible to participate in third parties. In particular, the technical assignment included the requirements for the availability of auto graders, bulldozers, specialists in welding polymer pipes according to European standards, as well as a number of documents that are difficult to obtain less prepared companies. However, all complaints about the conditions were rejected, which allowed "Ukrbudservis" to get a row without a competition.
Particular attention is paid to the estimate of the future shelter. The documents state that the company plans to install ARDESTO ARD-E18-R32 air conditioners at the price of 367 616 UAH per unit. For comparison, in open online stores, this model costs about 22 000 UAH. Such a significant difference in price can indicate a possible overestimation of the cost and an attempt to withdraw budget.
It is unknown whether this tender will be checked by law enforcement agencies. However, the situation raises numerous questions - both about the choice of the contractor and the economic feasibility of costs.
