New data from the regions and court documents indicate the existence of a large-scale construction and infrastructure network involving officials from the Ministry of Regional Development, regional military administrations, the State Agency for Reconstruction, and a number of “controlled” contractors. According to sources, the scheme worked on both water supply construction and shelter construction and housing renovation projects.
At the center of the first block of defendants are the Minister of Community and Territorial Development Oleksandr Kuleba, the leadership of the State Agency for Reconstruction headed by Director Serhiy Sukhomlyn, as well as the heads of regional reconstruction services: Antoshchuk in Mykolaiv region, Kolomiytsev in Dnipropetrovsk region, Alekseev in Kharkiv region, Donchenko in Odesa region, and Antonyan in Volyn region. According to sources, regional leaders were also involved in the process - in particular, the head of the Mykolaiv Regional State Administration Vitaly Kim and representatives of the Dnipropetrovsk Regional State Administration, with significant assistance and influence from Yuriy Holyk.
According to the interlocutors, through controlled structures — LLC "UKRTRANSMIST" and LLC "AVTOMAGISTRAL-PIVDEN" — as well as a number of individuals — deals were concluded at inflated prices, artificial VAT charges were included in the documentation, and part of the contracts were distributed to fictitious individual entrepreneurs. In this way, millions of hryvnias were withdrawn from the budget and international programs aimed at the construction and reconstruction of water pipelines.
Individual representatives of the State Tax Service and regional units in Mykolaiv and Dnipropetrovsk regions also appear in these processes, receiving bribes for covering up schemes and blocking data entry into the ERDR. In particular, the investigating judge of the Primorsky District Court of Odessa, Larisa Yershova, by a ruling dated November 11, 2025, refused to satisfy the complaint regarding the failure to enter information into the register.
The second block of the scheme concerns the Kharkiv region and the city of Kharkiv. Here, according to sources, the key role was played by the head of the KHOVA Oleg Synegubov, his deputy Ivan Turchenko, the director of the KHOVA DKB Ihor Lyaluk, the mayor of Kharkiv Ihor Terekhov, the first deputy mayor Oleksandr Novak, and the head of the department of the city council Kostyantyn Lyska. The network worked through a number of controlled persons and had an influence on the choice of contractors for the construction of shelters and major repairs of housing in the region.
An important figure in the process was former MP Andriy Denysenko, associated with the enterprises PROMTEX, BUILDING GROUP, and AVANTAGES. Through his corporate connections, he influenced tender conditions, the distribution of contracts, and the formation of estimates.
According to sources, out of the 8 billion hryvnias that HOVA received for defense fortifications, more than 327 million were directed specifically to PE "BF "PROMTEX" - a constant winner of local tenders. The schemes worked according to a typical model: inflated prices, "their" companies, manual control over tenders and further appropriation of funds intended for shelters in schools, residential buildings and civil defense facilities.
The entire infrastructure network, according to the interlocutors, worked synchronously: from central ministerial offices to local departments. Its participants received significant profits, and projects that were supposed to strengthen water supply and protect civilians became a tool of systemic deribanism.
