Despite the great excitement surrounding the opening of the agricultural land market in Ukraine, the data for 3.5 years after the moratorium was lifted do not confirm the expected boom in sales. From July 1, 2021 to December 31, 2024, only 604 thousand hectares of 198,337 plots were sold, which is only 3.4% of the total area of land that was under the moratorium.
The Ministry of Agrarian Policy reported that in 2024, 106,669 land plots with a total area of 320,660 hectares were sold, and the average cost of one hectare was UAH 46,678. However, even with significant sales growth in 2024, sales still remain relatively low compared to expectations.
According to analysts, the average land price in 2024 varied. For example, in December, the average price of a hectare was UAH 48,622, which is UAH 1,300 less than in November, but at the same time it was almost UAH 3,400 higher than at the beginning of the year, when the price was UAH 45,229. The most expensive hectare of land was recorded in October — UAH 52,418.
Land prices vary depending on the region. The cheapest plots can be found in the Mykolaiv region (31,698 UAH/ha), and the most expensive in the Ivano-Frankivsk region (93,141 UAH/ha).
In general, although the land market is open, its development is slow, and the main reasons for this are various economic factors, including price fluctuations, as well as the low interest of citizens in selling their land plots.
