The head of the Kyiv City Military Administrative Department (KMDA), Timur Tkachenko, stated that the director of the Finance Department of the Kyiv City State Administration, Volodymyr Repik, is deliberately disrupting the deployment of the mobile shelter system in Kyiv. According to him, it was under the signature of this official that the district state administrations received an explanation stating that the purchases of mobile shelters should be carried out exclusively by the RDA apparatus.
"This is a bomb that the city hall financiers are deliberately planting under the districts, because the devices do not buy anything but paper, buttons, and computers," Tkachenko wrote on Telegram.
The head of the Kyiv City State Administration emphasized that the procurement of engineering structures should be handled by structural units of the Kyiv City State Administration, which have trained specialists in the field of procurement and are well versed in building structures.
Volodymyr Repik reports to Deputy Head of the Kyiv City State Administration Petro Panteleyev, and both officials are appointed by Kyiv Mayor Vitaliy Klitschko and are under his control. According to Tkachenko, they are aware of their actions and are deliberately blocking the emergence of mobile shelters, although the mayor had previously presented them as a personal victory.
The situation is causing concern among the leadership of the KMVA and heads of district administrations, as bureaucratic obstacles are significantly delaying the deployment of the safe shelter system.
