The ten most expensive budget contracts of Kyiv for 2025 are more like an arithmetic problem than a diverse portfolio of city investments. Of the ten largest contracts, seven are directly related to the construction, reconstruction or overhaul of road infrastructure. Six of them were ordered by the municipal corporation Kyivavtodor. The three most expensive contracts were awarded to the same company - "Group of Companies "Avtostrada"", which was the winner of the capital's largest procurement a year earlier.

In total, during 2025, the capital's budget managers concluded almost 91.5 thousand contracts. The total value of these purchases reached 71.34 billion hryvnias. Of these, two contracts exceeded the limit of one billion hryvnias, another six were concluded for amounts from half a billion to a billion, and three contracts almost reached the mark of 500 million hryvnias.
The most expensive deal of the year was the contract for the overhaul of the Kharkiv highway worth 1.25 billion hryvnias. The customer was the Kyivavtodor corporation. Given the length of the highway of 5.4 kilometers, the cost of updating one kilometer exceeds 233 million hryvnias. The project involves not only replacing the road surface, but also installing new traffic lights, arranging additional lanes for left turns and barrier-free elements. The work is planned to be completed by September 2027. The contract was awarded to the company "Avtostrada Group of Companies", which was also the executor of the record contract in 2024 for the construction of the metro on Vynohradar.
The second place in the ranking was taken by the contract for the completion of the construction of the Podilskyi bridge crossing. Its cost was 1.18 billion hryvnias. The contract was concluded by the Kyiv Road and Transport Construction Directorate with the same company Avtostrada. The contractor must complete the work on the section between Naberezhno-Khreshchatytska and Petra Vershyhora streets by April 2026.
The third most valuable contract also concerns road infrastructure and again went to Avtostrada. It concerns the overhaul of the overpass as part of the traffic interchange at the intersection of Myropilska Street with Brovarskyi Avenue and the metro line near the Chernihivska station. The contract cost was 985 million hryvnias, and the work is scheduled to be completed by the end of 2027.
The fourth contract is somewhat different from the purely road topic. Almost 950 million hryvnias were allocated for the purchase of electricity for the needs of Kyivpastrans. The contract was valid from March to December 2025 and provided electricity to the company's branches and divisions.
The fifth position in the ranking was taken by the contract for the overhaul of Valeriy Lobanovskyi Avenue in Solomyanskyi district. Kyivavtodor ordered work worth about 785 million hryvnias from the private enterprise Kyivshlyakhstroy. The agreement was signed at the end of December 2025, and the work is planned to be completed by mid-2027.
The sixth most expensive contract was also signed by the Kyivavtodor corporation. It involves the overhaul of the overpass near the Osokorky metro station on Mykola Bazhan Avenue. The cost of the work is over 655 million hryvnias. This project has been in preparation for several years, but its implementation has been repeatedly postponed. The winner of the tender was the Ukrtransmist company.
The seventh contract concerns the reconstruction of the dams of the silt fields No. 1 and No. 2 of the Bortnytsia aeration station. The contract for over 562 million hryvnias was concluded by the enterprise "Kyivbudrekonstruktsiya" with the company "TFM-Shikh". It is noteworthy that within a few months the parties signed an additional agreement for another 147 million hryvnias.
The eighth place went to the contract for the overhaul of Miska Street on the section from Palladin Avenue to the Kyiv-Gostomel road. With a length of only 1.75 kilometers, the cost of the work exceeded 500 million hryvnias, which means more than 286 million per kilometer. The contractor was Onur Construction International.
The ninth contract concerns the housing and communal services sector. Kyivvodokanal has signed an agreement to supply over 15,000 tons of aluminum hydroxychloride for water purification. The contract value is 485 million hryvnias, and the delivery period is until March 2026.
Rounding out the top ten is another contract with Kyivavtodor — for the major renovation of Svobody Avenue. Its cost is 459 million hryvnias, and the contractor is once again Kyivshlyakhbud.
At the end of the year, Kyivavtodor concluded the largest number of the most expensive contracts, but in terms of the total volume of purchases, the leader in 2025 was Kyivteploenergo. It made more than two thousand purchases worth more than 7.5 billion hryvnias. For comparison, the total volume of orders for Kyivavtodor amounted to about 6 billion hryvnias.
Thus, Kyiv's budget policy in 2025 was clearly focused on road and transport infrastructure, while other areas of urban development received funding on a much smaller scale.
