Government project No. 13716 provides for significant changes in legislation regarding the National Police, aimed at increasing the efficiency of official activities and ensuring the integrity of police officers.
The document establishes that a police officer must serve in accordance with the principle of integrity, the list of criteria of which is approved by the Ministry of Internal Affairs. In addition, the innovation concerns competitive procedures: they are planned to be introduced not only for candidates for junior police positions, but also for appointments to management positions, the list of which will also be determined by the Ministry of Internal Affairs.
An important innovation is the restriction on criminal records. A person convicted of any criminal offense will not be able to become a police officer, even if the criminal record has been expunged or withdrawn. Similar restrictions apply to those who have served a sentence for an act that has been eliminated by law, or against whom criminal proceedings have been closed by a court due to exemption from criminal liability. The presence of such convictions will also be grounds for the dismissal of current police officers.
At the same time, for persons who have had administrative violations related to corruption, a relaxation is provided: the restriction on service will last only three years from the date the court decision enters into force, while currently the ban is indefinite.
The project also provides that the certification of police officers for management positions will be carried out by a commission, the composition of which will consist of at least 25% representatives of the public.
These innovations should increase the transparency of personnel appointments and prevent corruption risks in the police.
