The Cabinet of Ministers of Ukraine has changed the conditions for receiving a postponement from mobilization for persons caring for sick relatives, which caused a significant resonance in society due to the inconsistency of some provisions of the Law "On Mobilization Training and Mobilization". One of the key changes and contradictions was the unification of different categories of caregivers by the government under Resolution No. 560, which specified the same requirements for all. This contradicts the original demarcation established by law.
Also, Resolution No. 560 requires all caregivers to provide evidence of the absence of other able-bodied family members who can provide care, which is contrary to current legislation, which applies such requirements only to caregivers of a partner's parents or spouse.
There are new documentary requirements introduced by the government, which require the provision of additional documents not established by law, in particular, a statement from the person who needs care that there are no other persons capable of providing this care.
Oleksandr Fedienko, a member of the National Security Council Committee, stated the inconsistency of Cabinet of Ministers Resolution No. 560 and the new law on mobilization, which is confirmed by numerous appeals from citizens to the "Judicial and Legal Gazette" and petitions registered on the websites of the President and the Cabinet.
Citizens draw attention to the fact that the government actually "added" to the resolution 560 norms that are absent in the law on mobilization, which creates additional obstacles to obtaining a postponement of mobilization.
