Ministry of Health initiates reform of medical and social expertise to combat corruption

The Ministry of Health of Ukraine (MOH) has announced its intention to reform the system of medical and social expertise (MSEK), which has become a source of corruption schemes, in particular, in issuing false certificates to evade mobilization.

In particular, it is proposed to change its name to "assessment of daily human functioning.".

Transfer to cluster and supracluster hospitals, which should ensure "accessibility for the person and improve the staffing component of the commissions.".

Introduce electronic referral for examination and its clear criteria with confirmation through the electronic health care system.

Give the right to the family or treating doctor to refer for examination independently, without involving a medical advisory committee.

Currently, corruption schemes are operating in the MSEC, which bring in millions for disability.
