Stanislav Serebryak, former head of the investigative department of the Desnyanskyi police department in Kyiv, is officially applying for the position of prosecutor in the Prosecutor General's Office. The nature and scale of the assets declared by the Serebryak family raise questions — both regarding the sources of the funds and the transparency of their possible purpose.
The family's declaration lists numerous real estate properties in different regions, three cars, a land plot and an unfinished summer house. Among the living spaces are an apartment in Kyiv with an area of 48 m², an apartment of 71.6 m² in the town of Katerynivka (joint ownership of 33.3%) and another apartment of 54.2 m² in the Luhansk region. Some of the properties officially belong to the wife, while others have complex indicators of rights of use.
The family owns a 0.18-hectare plot of land in the village of Khotyanivka (Vyshhorod district), purchased last year for UAH 800,000; it is on this plot, according to the declaration, that a 239-square-meter house is being built. In addition, the reports mention other objects to which family members have access or the right to reside.
The family's car fleet also looks remarkable: since 2024, his wife has been using a Mercedes-Benz GLS 400 4MATIC (leased from LLC "Trading House 'Ukrlada'"), a 2019 Dodge Journey was purchased for UAH 200,000, and Stanislav himself drives a Ford Bronco (2022) for UAH 850,000. It should be noted that the market value of the aforementioned models often exceeds the amounts indicated in the declaration, which raises additional questions about the valuation and sources of funds for the purchase.
According to the results of 2024, the family declared a total income of UAH 9.33 million. The main part of this amount — UAH 7.1 million — is Stanislav's income, which, as stated, comes from entrepreneurial activity. In addition, the declaration includes income from scientific activities at the Institute of Economic and Legal Research of the NAS and the East Ukrainian University (over half a million hryvnias), insurance payments of UAH 552 thousand and his wife's income from work at the university (over UAH 1.25 million). The family also declares USD 200 thousand and UAH 1.15 million in cash, and over UAH 550 thousand in bank accounts.
Of particular note is the discrepancy between the declared purchase prices of some cars and typical market prices for similar models. A 2019 Dodge Journey, listed in the declaration for UAH 200,000, should cost significantly more, according to experts; a similar discrepancy can be observed for a Ford Bronco, the market value of which often exceeds the amount indicated in the declaration. Such differences usually raise questions about the reality of transactions, property valuation, and possible mechanisms for concealing income or optimizing taxation.
The submitted candidacy for the position of prosecutor in the UCP in the context of the described family wealth creates public interest and is subject to increased attention from anti-corruption agencies, journalistic investigations and the public. Appointments to such positions are usually accompanied by checks of declarations, verification of the compliance of declared income and expenses and possible conflicts of interest.
