The head of the territorial restoration department and the creation of a unobstructed living environment of the Ministry of Community and Infrastructure, Vita Pavlov, was at the center of the scandal due to mismatch in his declaration. According to the results of a full inspection of the NACC, the official indicated false information in the amount of more than UAH 4.5 million.
One of the biggest questions was the declared UAH 1.48 million in cash. Pavlov explained this accumulation during her life, in particular in the period 2018-2022, when she was not a civil servant. However, she did not provide any documentary evidence of this.
Pavlov's income for 2023 amounted to UAH 583 thousand, to which UAH 2.74 million was added from the sale of the car, UAH 352 thousand from lease and UAH 1.826 million returned. However, its real estate costs for the same year reached UAH 7.5 million, which is much higher than official revenues. The NACC estimated that it could not accumulate UAH 1.48 million - therefore, these funds were inaccurate.
In addition, Pavlov did not declare 198 thousand UAH received from Viktor Melnichenko, and 154 thousand UAH from Victoria Khomich, which, according to the investigation, are rental income. The official explained that it was loans, but did not provide supporting documents.
Disagreement is also revealed about real estate. Pavlov declared a dwelling house in the village of Sknyliv with an area of 231 square meters. m without specifying the value, although the declaration of readiness of this object captures the amount of 399 thousand UAH. A similar situation with an apartment in Kiev with an area of 42 square meters. m - in the mortgage agreement of 2018 its value is indicated as 594 thousand UAH.
NAPC also found that the official did not specify several significant expenditures in the declaration:
- 800 thousand UAH (02/28/2023),
- 1.26 million UAH (05.01.2023),
- 284 thousand UAH (date distorted),
- UAH 2.12 million (24.01.2023).
The total amount of hidden expenses is UAH 2.67 million, which exceeds the threshold for criminal liability. The actions of Paul show the signs of the crime under Art. 366-2 of the Criminal Code of Ukraine.
