The National Agency for the Prevention of Corruption (NAPC) revealed large -scale violations in the declaration of the head of accounting, personnel and archival work of the Department of Engineering Protection of the City and Development of the coast of the Odessa City Council of Olena Prikonkova. The official did not declare the property and income in the amount of almost UAH 4.89 million, which is a criminal offense.

Undeclared real estate
- Apartment in Kryzhanivka (Odessa district) - 44.7 square meters. m, purchased in 2022. Valuable cost - 609 thousand UAH.
- Apartment in Odessa (74.8 square meters), owned by her son (50%), worth 890 thousand UAH. The official did not specify her in the declaration, although she uses this housing.
- Non -residential room (cowshed) in the Odessa region with an area of 1.2 thousand square meters. m, rented since 2022.
- 8 land plots with a total area of more than 450 thousand square meters in the Nikolaev and Odessa regions.

Hidden corporate rights and businesses
- Techinvesttrade LLC - 33.3% of the share (500 thousand UAH)
- FG “Agro-Patriot”-33% of the share (33 thousand UAH)
- The Prikonkov is the ultimate beneficiary of Techinvesttrade, but did not stated it in the declaration.
Undeclared financial revenues
According to PrivatBank, in 2023, the officials received considerable amounts from the individuals, which she did not contribute to the declaration:
- 249 950 UAH from Oksana Deliergieva
- 100 000 UAH from Valentine Kalinina
- 81 492 UAH from Valery Mishchenko
- 201 470 UAH from Bohdan Skrytsky
- 277 394 UAH from an unknown source
- 5 000 UAH from the sale of Audi Q5
The amount of hidden property exceeds 500 subsistence minimums, which is subject to Article 366-2 of the Criminal Code of Ukraine-inaccurate declaration. This can threaten officials with a fine, public work or even imprisonment.
After the violation was exposed, Elena Prunkova filed a corrected declaration, but this does not release it from responsibility. The investigation is ongoing, and now the word by law enforcement agencies.
This case is another evidence of systemic corruption in local authorities. Prikonkova dealt with human resources and financial issues, which makes her frauds particularly revealed.
