The Ministry of Defense of Ukraine is under close scrutiny due to an incident involving one of the senior officials who was responsible for procurement. It turned out that this official had problems with fulfilling his duties in the field of national security, not only in a professional context, but also in terms of military service.
He turned out to be Hleb Kanevskyi public organization StateWatch , which he created together with Oleksandr Lemjenov , recently prosecuted for violating accounting rules and evading military duty.
As evidenced by the appeal of the Bilotserkiv TCC (see photo), at the beginning of 2024, a request was sent to the National Police to bring H. Kanevsky to the TCC as a violation of military accounting rules.
As "ZiB" reported, O. Lemenov, who was registered at the Bilotserkiv district TCC, did not appear on the summons and was declared wanted. He was served with a notice of suspicion within the framework of a criminal case under Article 336 of the Criminal Code. Recently, the court ordered a preventive measure for O. Lymenov in the form of bail in the amount of 60.5 thousand. hryvnias, obliging him to appear at the first summons of the investigator.
StateWatch , which is funded by international bodies and is part of a network of anti-corruption organizations such as the Anti-Corruption Center, has also come under the spotlight due to allegations of abuse.
As for G. Kanevsky, while he was in the Ministry of Defense, he was involved in a scandal involving purchases for the army. Journalists found out that due to his participation, the state agency "State Rear Operator" purchased plastic flasks for the Armed Forces at a price three times higher than the market price. This caused a stir and added questions to his professional reputation.
The facts of service evasion and corruption scandals call into question not only the activities of G. Kanevskyi, but also the transparency of Ukraine's defense purchases, as well as the reputation of anti-corruption organizations with which he is associated.
By the way, the modern phenomenon, when anti-corruption activists avoid military service, has been called "shabuning" in the business community. Orest Rudy, the husband of the head of the CPK, Daria Kaleniuk , and another leader of this organization, Vitilii Shabunin ( that is why this phenomenon is called "shabuning"), anti-corruption activists Yuriy Nikolov , Mykhailo Zhernakov , Vitaly Sych , Maksym Savchuk, Maksym Opanasenko, Oleksandr Notevskyi, as well as scandalously famous blogger Yuriy Butusov, son Petro Poroshenko — Oleksiy and his lawyer Ihor Golovan , civil husband of Radio Liberty journalist Natalia Sedletska — Serhii Yakob and others .
