Bihus.info journalists exposed a corruption scheme headed by former People's Deputy Denis Komarnitsky. With the help of Lazivka in the legislation, his group illegally appropriated land in Kiev, using fictional real estate.
The investigation states that law enforcement officers of the National Anti -Corruption Bureau (NABU) within the framework of the Operation "Clean City" listened to conversations of Komarnitsky, deputies of the Kyiv City Council and officials of the Kyiv City Administration. Records proved that in 2023-2024 this group illegally seized land for almost UAH 100 million.
The law allows to receive land without auction if it has private property. The owner of such an object is entitled to the land plot according to the simplified procedure. Komarnytsky and his associates used this loophole, pointing out non -existent objects in the documents - in fact "virtual real estate".
Thanks to the conspiracy with the KSCA officials, these non -existent buildings were registered as real ones, which allowed to receive land without a competition. The scheme participated in the scheme:

Where did they steal the land?
The group worked under the code name "Trade" and searched for attractive sites near the metro, apartment buildings and transport solutions. According to the scheme, at least six plots in Kiev were assigned, in particular:

near the Kontraktova metro station,

in Troyeshchyna,

on the fields,
-
near Holosiivsky Park,
-
Near the Zhytomyr metro.
The scammers also managed to build a shopping center near the Brest metro station.
For each plot, they created a separate company, owned by either relatives of the participants of the scheme or false persons. The latter, according to investigators, received cash payments for their participation.
