Preparations for the creation of a full-fledged social housing fund have begun in Ukraine. According to Olena Shulyak, the head of the parliamentary Committee on the Organization of State Power, Local Self-Government and Urban Planning, the adoption of the relevant bill is expected no later than the fourth quarter of 2026.
According to her, the preparation of the document has already begun. It will be a continuation of the comprehensive housing reform that began with the adoption of draft law No. 12377 "On the Basic Principles of Housing Policy." This law is part of Ukraine's international obligations within the framework of the Ukraine Facility package of 50 billion euros.
"Without transparent rental rules, which should be enshrined in legislation and tax reform, there will be no effective housing policy," Shulyak said.
According to the concept, a social housing fund will be created at the level of territorial communities. Communities will have the right to provide such housing for social rent. Revenues from rent will be directed to local budgets in special revolving funds - the funds from which will be used exclusively for targeted housing programs.
It is separately stipulated that part of the housing from this fund can be provided as official housing. But on the condition: it cannot be privatized, it will remain the property of the community and will be provided only for the period of need.
The new fund should respond to the growing need for affordable housing for vulnerable categories of citizens, internally displaced persons, as well as for workers whom communities want to attract to work in the regions - teachers, doctors, and social workers.
In the future, the new model will allow:

make the social rental market transparent;

avoid speculation with official housing;

create a sustainable system of financing community housing infrastructure.
The adoption of the law will be one of the key steps in the reform of state housing policy, which until recently existed in Ukraine only in a fragmented form.
