The Antimonopoly Committee of Ukraine has exposed a conspiracy between two companies that regularly won tenders for road repair in Kyiv. According to the results of the investigation, it is ABZ1 LLC and TRINITY-GROUP LLC, which coordinated their actions when participating in procurements announced by KP KYIVTEPLOENERGO in 2023–2024. The amount of the tenders exceeded 50 million hryvnias.
For these violations, both companies received a total fine of UAH 25.6 million. In particular, ABZ1 LLC has long been an active participant in road projects in the capital. In 2025, this company signed at least 12 contracts with the Kyiv City Council for a total amount of over UAH 73 million. The most recent tender – for over UAH 10 million – concerned the supply of materials for road repair in the Obolon district and was completed on June 12.
In parallel, criminal proceedings have been opened against ABZ1 LLC. The investigation is investigating schemes of overstating the cost of materials and misappropriating funds in collusion with officials of utility companies.
The journalists' investigation also included close relatives of MP Mykola Tyshchenko. The Bihus.info article from May 2024 mentions German Blinov, the husband of Tyshchenko's sister, who uses a car owned by ABZ1 LLC. His wife, Yulia Tyshchenko, in turn, pledged two houses in Novy Bezradichy to the same company.
These facts strengthen suspicions about the informal influence of the People's Deputy or his relatives on the company's activities.
The history of the owners of ABZ1 also turned out to be remarkable. Until January 2023, the company belonged to Valery Miroshnychenko, a former employee of the Kyiv Research Institute of Forensic Examination. He also owned the company of the same name ABZ-1, whose financial director was Halyna Ruvina.
Despite criminal proceedings and administrative fines, the company continues to receive orders from the Kyiv city budget. This calls into question the effectiveness of safeguards to prevent participants with reputational risks from participating in public procurement.
