Corruption is eating Ukraine like gangrene

A security expert, commenting on the case of Oleksandr Zyma, Director of the Legal Department of the National Bank of Ukraine (NBU), stated that corruption in Ukraine is an “incurable disease” that requires urgent and decisive measures.

The Director of the Legal Department of the National Bank of Ukraine, Oleksandr Zyma, should be suspended from his duties during the investigation of the criminal proceedings against him. The case concerns Zyma's alleged abuse of power or official position, which led to serious consequences. This opinion  was expressed by security expert Serhiy Shabovta.

Today, our state is completely consumed by corruption. And the thing is that those officials who fulfill their tasks in this “direction” are protected in any way. I am convinced that when the proceedings are opened, when certain circumstances of the crimes are proven – that is, the victims are present – against this background, of course, the official should be removed from his position. And believe me, there are more than enough procedural norms for this

– noted Shabovta.

According to him, influential individuals may help officials avoid criminal liability. In particular, in the case of Zima, this may be the leadership of the National Bank, which is also likely to be an accomplice and organizer of the violations.

"Corruption is still an incurable disease of Ukraine, which is eating it like gangrene, and no one is taking any decisive actions or decisions yet... such officials (like Zima - ed.) should be removed from their positions at least for the duration of the investigation, and dismissed upon proving guilt in court and completing the case," Shabovta emphasized.

The Shevchenkivskyi District Court of Kyiv recognized the co-founder of Concord Bank Yulia Sosedka as a victim in criminal proceedings regarding the alleged abuse of power or official position, which led to serious consequences, by the Director of the Legal Department of the National Bank of Ukraine, Oleksandr Zyma.

The criminal case concerns a letter from the National Bank of Ukraine to the Deposit Guarantee Fund of Individuals signed by Oleksandr Zyma, in which he recommended that the Fund withdraw the claims filed by Concord against the NBU. The document referred to four claims filed by Concord Bank against the NBU, in which the bank demanded the cancellation of fines totaling almost 63.5 million hryvnias. These claims were filed even before the National Bank decided to liquidate Concord and introduce a temporary administration there.

Co-founder of JSC “AKB “Concord” Olena Sosedka stated that the National Bank of Ukraine ignored the proposals of the shareholders of “Concord” Bank before its liquidation, and then, at the direction of the regulator, they were deprived of the right to a fair trial.
