Bailiffs continue to sell off the property of Kateryna Rozhkova, the First Deputy Governor of the National Bank of Ukraine. As part of the high-profile case of the Deposit Guarantee Fund (DGF) against the former managers of Platinum Bank, her property, including a garden house and a land plot in the village of Kozhukhivka, Kyiv region, was sold through enforcement proceedings.
On January 29, 2025, an agreement was signed to sell a garden house with an area of 87.7 m² and a land plot of 1,193 m² for UAH 927,258. This information became known after the publication of Kateryna Rozhkova's report in the National Agency for Corruption Prevention (NACP).
The declaration for 2023 indicated that Ms. Rozhkova owns the following real estate:
- 50% of an apartment in Kyiv with an area of 99.5 m², costing 220.8 thousand UAH;
- garage in Kyiv with an area of 19.8 m² for 24.6 thousand UAH;
- a land plot of 1,505 m² in the village of Markhalivka, Kyiv region, worth UAH 114.8 thousand;
- An unfinished residential building in Markhalivka with an area of 299.1 m².
In addition to real estate, Rozhkova declared five pieces of jewelry worth UAH 803,000, including watches from Antoine Preziuso, OMEGA, Chopard, Ulysse Nardin, and HYSEK. She also reported pension savings in the NBU corporate fund of UAH 1.6 million, bank savings ($2.7 thousand), and cash (€15 thousand and $8 thousand).
Rostyslav Kravets, a senior partner at the law firm Kravets and Partners, explained that bailiffs have the right to seize both real estate and funds from accounts and even cash, which is indicated in the declarations. Jewelry can also be seized if it is not declared as an exception (for example, for religious needs).
Important: the law allows for the seizure of a share of property even in the case of co-ownership. For example, if Rozhkova owns 50% of the apartment, it can be sold in full, and the co-owner will receive part of the proceeds.
According to current legislation, the debtor should be left with only a minimum set of items for life: basic furniture, one TV, refrigerator, medications and rehabilitation equipment. Other property can be seized and sold.
Interestingly, Kateryna Rozhkova, despite the seizure of her property, still works at the National Bank. The bailiffs have the right to regularly withhold 20% of her salary to repay debts. However, the NBU, according to OBOZ.UA, has not yet responded to a request regarding these payments and cooperation with the bailiff service.
