The government does not plan to change the current rules for reserving employees for the duration of martial law, Deputy Minister of Economy Vitaliy Kindratov said, commenting on the procedure for reserving personnel in critical companies.
"We are satisfied with how the rebooking process went, the new rules have worked. There is an opportunity for those who are really critical to increase the percentage of reserved ones. The commission under the Ministry of Defense is considering how important this is for defense, for the economy, and making appropriate decisions," Kindratov noted.
According to him, almost all businesses that met the new criteria were able to confirm their critical status and received the right to reserve employees.
The criteria remain unchanged
The new conditions, effective from the beginning of 2024, remain relevant in the future. Only those companies that meet three criteria — two of which are mandatory — can receive the status of critical importance:

the average salary of employees must be at least 20 thousand hryvnias;

absence of tax and single social contribution arrears.
The third criterion an enterprise can choose from the following list:

payment of more than 1.5 million euros in taxes per year;
-
foreign exchange receipts of over 32 million euros (excluding loans);
-
strategic importance for the state or region;
-
importance to the industry or community;
-
the average salary is not lower than the regional level (for municipal enterprises);
-
resident status Action.City;
-
provision of electronic communications services (with certain financial thresholds).
How to get critical status
To obtain the status, a company must go through several stages:

Identify the relevant ministry or other body (for example, the Ministry of Digital Affairs for residents of Diia.City).

Prepare a package of documents (financial statements, salary certificates, tax history).

Submit an application.
-
Wait for consideration.
-
Obtain official confirmation of status.
According to the Ministry of Digital Transformation, by the end of March, more than 23,000 companies had confirmed their critical status in accordance with the new requirements.
