Analysis of the declaration of the head of the State Regulatory Service of Ukraine, Oleksiy Kucher, revealed significant discrepancies in the assessment of the official's property, income and expenses. The largest of them concerns 77 bitcoins purchased by Kucher in 2013: the declaration indicates their historical price - less than 40 thousand UAH, while the real market value of the asset is currently approximately 298 million UAH, and in October 2025 it exceeded 407 million UAH.
In the declaration, the official indicated two real estate properties:

apartment in Kharkiv (61.9 sq. m.) — 612 thousand UAH;
-
a land plot of 62,500 sq. m in the Kherson region — without a specified value.
Since July 2024, Kucher has been renting housing in Kyiv, but does not declare rental expenses.
Wife Victoria owns:

two land plots in Lyubotyn with an area of 1,103 sq. m — 25 thousand UAH;
-
a house of 62 sq. m — 22 thousand UAH;
-
another building under construction, without specifying the area and year of commencement of work.
The prices appear low and raise questions about the real market value of the property.
Kucher's wife and children rent an apartment in Austria. However:

the declaration does not indicate when the lease began;

there is no information about the costs of living abroad;
-
There is no information about the wife's legitimate income to cover such expenses.
Kucher began declaring foreign housing only in 2022, which coincides with the period of the family's departure after the start of the war.
The family uses two cars, which are registered to the wife:

Mercedes-Benz GLE 300D (2019) — UAH 1.8 million;

Audi Q5 (2011) - no price listed, although the market price today is UAH 600-700 thousand.
The declaration also lists two Rolex watches, but their value is not specified. The model that Kucher owns, an Oyster Perpetual Datejust, can cost anywhere from $9,000 to $50,000 or more.
During the year, the official declared:

1.4 million UAH salary;

31 thousand UAH salary at Khai;
-
UAH 2.5 million in income from the sale of the apartment.
At the same time, he estimated the sold apartment at 653 thousand UAH, which is almost four times less than the real market value.
His wife received only UAH 10,320 in social benefits - no other income was reported.
Cash and non-cash savings of the spouses:

about 1.7 million UAH + 71 thousand dollars from Kucher;

$173,000 in cash from his wife;
-
total - approximately 12.5 million UAH.
In 2013, Kucher bought 77 BTC for about $64 each. In his declaration, he only states this historical value, not the actual price of the asset, which changes daily. At the time of analysis:

1 BTC = over 3.8 million UAH,
-
77 BTC = almost 298 million UAH.
That is, the head of the State Revenue Service underestimated the real value of his crypto assets by more than 7,527 times.
At its peak in October 2025, Kucher's bitcoins were valued at $9.7 million.

Oleksiy Kucher has headed the State Regulatory Service since 2021. Previously, he was the head of the Kharkiv Regional State Administration, a people's deputy from the "Servant of the People" party, and a lawyer. The underestimation of the value of property and the failure to declare family expenses may become the subject of a separate audit by the NACP.
