In Ukraine, since 2025, a significant increase in tobacco prices, including cigarettes, "streams" and liquids for electronic cigarettes, has been expected. This is due to the increase in excise duties, which were envisaged in the bill adopted by the Verkhovna Rada in December 2024. However, the document has not yet been signed by the President, which delays the implementation of changes.
According to the Deputy Head of the Parliamentary Financial Committee, Yaroslav Zheleznyak, because of the delay with the signing of the Law of Ukraine, Ukraine has already undergone more than 700 million hryvnias. The law is expected to be signed, and excise duties on tobacco will increase by 2028.
Why do excise duties increase?
Ukraine has pledged to bring its excise duties to the European Union to the European Union. In particular, by 2028, cigarette excise duties have to reach 90 euros per 1000 pieces, and on the taps (the so -called "streams") - 72 euros. Also, since 2025, excise duties on electronic cigarettes will increase to 300 euros per 1 liter.
How will prices change?
According to the plan, the excise duty on cigarettes will increase gradually:
- 2025 - 78 euros (+35.4%)
- 2026 - another +5%
- 2027 - another +4.8%
- 2028 - 90 euros (+4.7%)
For Twain (“Sticks”):
- 2025 - 70.4 euros (+22%)
- 2026-2027 -by +0.5%
- 2028 - 72 euros (+1.2%)
Prices for cigarettes and “streams”
In 2024, the average price of a pack of cigarettes is 100 UAH. It is expected that in 2025 it will increase to UAH 115-125, depending on the type of production. In 2028, the price of cigarettes can reach 135-140 UAH, and for some brands-up to 205 UAH.
According to Mikhail Polyakov from Philip Morris Ukraine, the increase will be gradual, and the price can change once or twice a month, until manufacturers translate all the costs of the consumer. In addition to excise duties, other economic factors, such as raw materials, will be influenced by the final cost.
