The capital's police, together with the DBR, continues to expose the long -term scheme of theft in the "green" sphere of the capital. The epicenter of the investigations is the Kyivzelenbud Municipal Association, its management, subordinate enterprises and contractors that have received millions of contracts for years. The amounts of losses reach tens of millions of hryvnias, and some of the suspects have already been wanted or are sitting in a pre -trial detention center with the possibility of making overheads.
In June 2025, the National Police received the court permission to detain Lyudmila Zaborskaya, the former head of Arkada Bud Holding LLC (Lafttit "), which appears in the case of theft of more than UAH 2.3 million during the overhaul of Victory Park in 2018. Zaborsk was wanted in 2022. According to her son, she went to Switzerland at the beginning of a full -scale invasion, but there is no data on the border crossing in the Arkan base.
Other cases are no less eloquent. For example, in the Darnytskyi district of PE "Di Project" the cost of work around the lake is silver circles by almost 350 thousand UAH. Oleksandr Gora, Deputy Head of the Kyivzelenbud Boots Department, was suspected.
And in the hydraulic park the director of KP “UZN of Dniprovsky district” Yevgeny Kovshun signed acts for works that were not present, for the amount of more than 200 thousand UAH. The contractor was a scandalous known LLC "Bud Alliance Ukraine". The bucket was reported suspicion in May.
In 2025, the DBR revealed a large-scale bribery scheme: three contractors transferred more than 1.6 million UAH of "rollbacks" for landscaping. The scheme includes the former CEO of Kyivzelenbud Yuri Bakhmat and his first deputy Alexei Lukash. Both were arrested with the possibility of bail of UAH 51.4 million. It was also reported to be suspected to two businessmen who agreed on "cooperation" with KOs on terms of 15% of rollback.
Another case concerns the overhaul of the square in Chekhovsky Lane (Shevchenkivskyi district). The contractor - PE "Rialbud", the head - Alexei Gorbach, who allegedly "earned" almost 800 thousand UAH, performing the work not in full.
The chief specialist of the environmental protection department of the KSCA, who, according to the investigation, did not conduct a proper inspection of a number of objects, which led to losses of UAH 595 thousand. It is about the mentioned Hydropark and Park Poznyaky, where the contractor was LLC "DSZ".
The department himself was headed by Alexander Vozny until June 2025, and from the end of May - Sergey Saburov. Kyivzelenbud is directly subordinated to this structure, which seems to have repeatedly "closed eyes" for abuse.
According to Clarity Project, Lafttit alone had 31 contracts with Kyivzelenbud for UAH 178 million. "DSZ" - 21 contracts for 77 million, "Bud Alliance Ukraine" - 15 contracts for 44.9 million, "Rialbud" - 10 contracts for 63.5 million exception is "Di Project" - only one contract, which became fatal for the firm.
Interestingly, most of these companies have already been in criminal proceedings. According to preliminary estimates, the total amount of losses caused only by several episodes - UAH 5.3 million.
Cases about Kyivzelenbud have been reaching for years. For example, in 2017, police investigated the purchase of special equipment, where more than UAH 115 million was stolen. The money was taken to Italy. But still none of the former executives received a sentence.
This is only the tip of the iceberg. Kyivzelenbud remains one of the most corrupt communal associations of the capital. And even after loud delay and suspicion, this system is in no hurry to collapse. It is obvious that this is not enough for investigators - political will and systemic changes in the subordination and control of budget money are required.
