Defective bulletproof vests for police: court recognizes threat to life

Oleksandr Lobantsev's private enterprise "Strila" continues to receive state contracts from security police departments, despite criminal proceedings, court decisions, and the established danger of its products. Lobantsev's company is already known for supplying low-quality equipment to law enforcement officers, but it remains a key supplier of UPR throughout the country.

In 2023, the Kharkiv Region Security Police Department purchased bulletproof vests from "Strila" for UAH 887,000. Expert examinations established that the armor plates did not withstand ballistic tests, did not comply with DSTU 8782:2018, and the test report was falsified. The liquidation value of the goods was recognized as zero, so the state actually paid for scrap metal that was dangerous to the lives of police officers. All participants in the scheme were suspected under Part 5 of Article 191 of the Criminal Code of Ukraine.

In October 2024, the Commercial Court of Dnipropetrovsk Oblast ordered PE "Strila" to return UAH 887,000 and pay a fine. The court emphasized that the supply of such bulletproof vests during wartime is unacceptable.

Despite this, in 2025 the company won 16 tenders, all from security police departments, often being the only bidder. The contracts covered Lviv, Dnipropetrovsk, Vinnytsia, Volyn, Khmelnytskyi, Chernivtsi and Kyiv regions. The total volume of contracts in 2024 amounted to UAH 12 million.

It is significant that after the 2023 scandal, Strela no longer received orders from the UPR of the Kharkiv region, which was then headed by Yuriy Lukavenko. He was soon transferred to the Luhansk region, and now he holds the position of deputy head of the department - head of the armament department of the Logistics and MTO Department of the State Emergency Service in the Kharkiv region. Lukavenko's declarations contain signs of systemic inconsistencies: use of housing and a car without conditions, UAH 1 million in cash without accounts, undisclosed alimony. He had previously appeared in corruption cases without consequences for his career.

The leadership of the Security Police Department, headed by Oleksiy Bereznevich, ignores repeated purchases from "Strela", despite court decisions and criminal proceedings. Lobantsev also registered the trademark "Strela" at the end of 2024, which allows him to continue participating in state procurement under the new brand, distancing himself from reputational risks.

In fact, a stable pattern has been established: a dangerous supplier with a criminal record retains access to the budget, while the risks to the lives of security police officers are ignored at all levels.
