The Verkhovna Rada approved the presidential law on the release of conscripts into the reserve after completing their military service during martial law.
The parliament approved the document immediately as a whole, 319 deputies voted "for", Yaroslav Zheleznyak from the "Voice" party said in his Telegram channel.
After in Ukraine , conscripts for military service were not carried out, but conscripts called up for martial law remained in service all this time.
The term of conscription in Ukraine is from 12 to 18 months, the last conscription was held in October 2021. It is known that with the beginning of the Great War, some Ukrainian conscripts were captured.
In general, the legislation does not allow conscripts to be involved in hostilities - most of them served in the rear. However, there were cases when they voluntarily went to the front or ended up there in a similar way, especially in the first period of the great war.
The new law stipulates that military personnel who have served their term of conscript military service will be released to the reserve. A separate presidential decree will be required for this.
They will receive a 12-month postponement from mobilization, says MP Iryna Gerashchenko from the opposition party "European Solidarity".
That is, the first year after demobilization, these men will not be able to mobilize.
"Finally, the president will be able to release (term workers - Ed .) It is not clear why this sensitive issue was dragged on for more than a year," Herashchenko responded.
At first, according to her, there was nothing in the president's draft law about a postponement for conscripts, "that is, they could be mobilized immediately after release", later the National Security and Defense Committee proposed a 6-month postponement, but in the end the deputies approved the opposition's idea of 12 months .
The NSDC Secretary Oleksiy Danilov said that conscripts could be demobilized as early as November 2023. According to him, conscripts whose term of service has expired, but who still want to serve, can conclude a contract.
The age of conscription in Ukraine is 18-27 years. At this age, men cannot be mobilized into the army.
On February 22, the President registered draft law No. 11035 on the demobilization of conscripts in the Verkhovna Rada, marking it as urgent. It was considered according to a special procedure that operates only in exceptional circumstances and does not require a lengthy review.
