In the Kharkiv region, the deputy of the regional council, who at the time of the event held the position of the first deputy chairman of the City Council, is suspected of official negligence. Its actions have led to the fact that the city budget lost more than UAH 4.5 million due to poor quality documentation for the restoration of the destroyed school.
According to the Kharkiv Regional Prosecutor's Office, the official was suspected under Part 2 of Art. 367 of the Criminal Code of Ukraine. According to the investigation, at the end of 2021, in the conditions of war, the official concluded an agreement with the LLC for the development of documentation for reconstruction of the school with the completion of the new building.
However, in March 2022, the school was destroyed during shelling. The projected documentation, developed by LLC, did not take into account this destruction and contained numerous technical disadvantages. In particular, no data on the organization of the construction site, technology of work execution and methods of restoration of destroyed structures were not listed. Construction work for a school that has already been destroyed is also indicated.
Despite these violations, the official signed the documents and agreed the project, which led to the fact that the City Council had transferred more than 4.5 million hryvnias for actually unsuitable documentation.
This official negligence has caused significant losses to state interests. The funds that could be spent on the real restoration of the school were actually spent on documents that did not correspond to the condition of the object.
Law enforcement officers are currently continuing the investigation of the case and finding out the circumstances and possible involvement of others. The issue of precautionary measure for the suspect is being resolved. If the official is proved in court, he is threatened with imprisonment for a period of 2 to 5 years, as well as a ban on holding certain positions.
