The deputy of the Odessa City Council from the pro -Russian party of the IPP, Bogdan Gganov, despite the full -scale war and stay in Russia, has not yet been deprived of the mandate. Investigative journalists found that in March 2022 he illegally left Ukraine, and in 2023 he became a citizen of the Russian Federation.
According to the Russian official registers, Giganov received a passport of the Russian Federation on March 17, 2023 in Noyabrysk, Tyumen region. This is confirmed both through the KIBORG community and through a check in the system of state services of Russia - an analogue of Ukrainian "Action".
Despite this, the deputy continued to take away the sessions of the Odessa City Council remotely - in particular, in June 2022, probably already in Russia.
According to information, Giganov lives in Tyumen, often happens in Moscow and is actively engaged in business. In December 2022, he worked as a sales manager at Polysorb, and later-executive director of Moscow JSC "Vector MR". And at the end of 2024 he headed the advertising agency "Narrates about", which deals with the study of public opinion. It is this structure that is included in the project of "Second Ukraine" by Viktor Medvedchuk, and Giganov himself appears as the head of the Center for Assistance to Ukrainians.
In addition, journalists found that Gioganov has not filed a declaration of income for three years. Although the Department of Corruption Prevention of the Odessa City Council claims that they reported NAPC on April 16, 2025, there is no information about it in the register of violators.
In March 2022, he crossed the state border of Ukraine outside the official checkpoints-this may indicate an attempt to avoid mobilization or hide departure to the aggressor country. But even after all these facts, the deputy still preserves the mandate.
This case exposes not only the indifference of local authorities, but also serious gaps in the anti -corruption and security system against the background of war.
