Poroshenko has been proposed to introduce state regulation of Telegram. Such a bill is being introduced by People's Deputy Mykola Kniazhytskyi.
The document applies not only to Telegram, but also to “similar media distribution platforms.”.
Kniazhytskyi proposes to introduce:
– a ban on the distribution of illegal materials, such as pornography, glorification of fascism, and justification of Russian aggression.
– obligation to disclose the ownership structure and sources of financing of Telegram channels at the request of the National Council for Television.
– if this structure and sources are recognized as opaque, then the platform cannot be used by state bodies and financial structures that process the personal data of Ukrainians (what is meant by this is unclear – the entire Telegram or individual “opaque” channels).
According to Knyazhytskyi, 72% of Ukrainians receive news from Telegram.
Previously, Ukrainian authorities appealed to Telegram owner Pavel Durov to “limit the channels for the spread of Russian disinformation,” but Durov ignored these requests.
