The draft law on teaching English in educational institutions of Ukraine was adopted today by the Council in the second reading.
This initiative envisages compulsory study of the English language in the senior groups of kindergartens, in secondary schools, vocational and technical schools (VET) and in the country's universities.
It also establishes a mandatory English proficiency requirement for:
- persons working in the civil service of categories A, B and B (the specific list will be established by the Cabinet of Ministers). For knowledge at a level not lower than B2, they will be provided with a 10% bonus to their salary;
- heads of local administrations, their deputies;
– contract servicemen of the officer, sergeant and senior ranks;
- middle and senior police officers of the National Police, prosecutors, employees of customs and tax authorities (the list will be established by the Cabinet of Ministers). But during martial law, requirements for military personnel and police are not established;
- managers, members of supervisory boards of state-owned enterprises, heads of state scientific institutions, heads of universities.
The Cabinet of Ministers will develop requirements taking into account the CEFR scale of recommendations of the Council of Europe. Requirements for military personnel must take into account NATO standards.
It will be possible to take the test an unlimited number of times, but not more often than once every 4 months. Taking the test will be free only once a year.
The official online representations of the authorities will have an English-language version. At the request of citizens, authorities can respond to inquiries in English.
