The Verkhovna Rada has registered a draft law that provides for restrictions on the use of smartphones, tablets, and smartwatches during the educational process. This is document No. 15105 dated March 27, 2026.
The initiator of the changes was People's Deputy Heorhiy Mazurashu. The draft law proposes to amend Article 53 of the Law "On Education", supplementing the list of obligations of education seekers.
According to the initiative, students are expected to be required to refrain from using gadgets during lessons. Exceptions are only made in cases where the devices are necessary for the educational process or for medical reasons.
As of now, the full text of the document is not publicly available, so the detailed mechanisms for implementing this norm are still unknown.
Earlier, Minister of Education and Science Oksen Lisovyi stated that the issue of a complete ban on smartphones in schools is not a priority of state policy. According to him, different countries use different approaches - in particular, the practice of storing phones in special boxes or lockers with access during breaks.
The minister also emphasized that Ukrainian educational institutions already have the ability to independently set rules for using gadgets in agreement with parents and students.
Currently, there is no single legislative restriction on the use of smartphones in schools in Ukraine. This issue is mostly regulated at the level of educational institutions themselves.
Thus, a new legislative initiative could change the approach to the use of digital devices in the educational process and establish uniform rules for all students.
